153378 - RFE Retain size change to cookie manager window

The default size for the cookie manager window is too small for me.  Every time
I open it, the first thing I do is stretch the bottom right corner.  I'd like it
to remember that I've stretched it.

Is this a blocks 145941 or a depends on 145941?  145941 seems to be for all
Mozilla resizable dialogs.  In which case would this be a dupe?

Alan, bug 145941 is plairo's tracking ("meta") bug for this sort of issues in
general; nothing will be fixed there as such. See
