The message was sent as text/plain. Those NCR may be used if text/html.
So should mozilla detect this and display it anyway? to retain compatibility? JG
I don't think so. If I use Japanse UI on Hotmail, the message is sent correctly with ISO-2022-JP. Does hotmail provide bug reporting system?

I dont use hotmail, perhaps this could be auto detected as hotmail often sends messages like this to me. (hotmail.com) Compatibility with buggy implementations of the standards are essential IMO. JG shall i re-open?
It's not our bug. Our client doesn't do anything wrong.
This mail can't be viewed using Outlook Express either.

Hi Ji, I agree that Mozilla is correct on this issue, but maintaining wider compatibility is also a major issue as eveyrone else does not follow standards as well. I have recived several emails like this from hotmail for example, the japanese auto detect does not detect this problem and the only soltion is to save the eml file, edit text/plain to text/html. Is this decision final now? JG

It is better if the problem is solved by server side. It would fix the problem at once for any clients. Doing the workaround would complicate the client code may produce new bugs or slowing down the performance. As I noted before, Hotmail does not send NCR as plain text as long as the native Hotmail UI is used.
It doesn't display on IE 6 either with auto-detector turned on Japanese.
