1533940 - disable retrigger button for release tasks in treeherder

My understanding is this is possible.

I'm not sure if this can be done via configuration (taskgraph) or if it is a treeherder patch (and treeherder component).

Just like in Bug 1533939, we want to have sheriffs help out monitoring, starring, and rerunning release tasks. But we should make it impossible to retrigger and instead do custom actions -> taskcluster rerun to rerun.

May be related to/dup of bug 1450012.

Note: I added autograph testing docs which tell you to retrigger a mar-signing task in the nightly graph. The retrigger here is intentionally to avoid affecting CoT verification, while still exercising mar-signing and verification in production. We need to make sure our solution here doesn't prevent us from doing that.
