• Nexus 6P (Android 8.1.0);
• Samsung Galaxy Tab S3 (Android 8.0);
• Google Pixel (Android 9.0).

Builds:

• Nightly 67.0a1 (2019-03-11);
• Beta 66.0b13;
• Release 66.0.

Steps to reproduce:

1. Go to a page which contains some text (i.e.http://en.wikipedia.org/wiki/mozilla)
2. Long tap on a word.
3. From the floating text selection bar choose "Select All".

Expected result:
The floating text selection bar flickers.

Actual result:
The floating bar doesn`t flicker.

Following the same steps as in description found a different behavior: text selection bar is not displayed if the URL bar is hidden (Full-screen browsing is enabled in settings).
