Snap failed to publish the RC to their beta channel.

Scope is project:releng:snapcraft:firefox:beta from task to tell it to publish to the beta channel on snapcraft but CoT checks the project and sees it's mozilla-release and doesn't allow it to publish but to "candidate" channel (whitelist here)
