This bug is missing any explanation. I think in some other bug chromium folks were talking about 32.

I pointed to bug 1445844 comment 28 and following for context, do you mean more than that? I don't really know of more explanations that that and the data mentioned in https://bugs.chromium.org/p/chromium/issues/detail?id=880863 and the Blink intent.
