To help pave the way for the more-rigorous work over in bug 1511350, I've got a (non-working) set of renaming/cleanup changes to both raptor.py and power.py.

WIP patch coming up.

Minor renaming away from geckoview-specific names to the broader fx_android (for now; I welcome suggestions/overrides).
