1535844 - No support 'theme_icons' for sidebar_action

The current Firefox does not support to specify theme_icons for the sidebar.
This is a problem that webext developer cannnot provide any proper sidebar icons for dark theme if user use dark theme.

In https://discourse.mozilla.org/t/how-to-correctly-design-color-icon-to-be-visible-across-themes/27713/10?u=rugkx I've also discovered as for the page_action, but obviously this issue exists for this here, too.
