Unfortunately I'm not able to have a consistent test case, but with WebRender (gfx.webrender.all) enabled, the tab and title bar (everything except the webpage itself) will briefly flicker when switching tabs. After briefly using the browser normally, this also appears to be the case on repaints (such as when scrolling and refreshing), though it's by no means predictable.
I am using Developer Edition, v67.0b2 on 64 bit Ubuntu.

The bug has a release status flag that shows some version of Firefox is affected, thus it will be considered confirmed.
