I almost always do non-debug builds on Android because debug builds are too slow. But this also means every time I want to use apz.printtree I have to figure out why it's not working (because it's also gated by gfx.logging.level).
I'd like to make some changes so that apz.printtree Just Works in both debug and non-debug builds.

This eliminates the need to additionally modify gfx.logging.level on
non-debug builds to make apz.printtree output show up.
