This is a regression caused by bug 1506190.
Actually I'm not sure if this is actually a bug and it might be a WONTFIX; this just visually doesn't seem right to me.

According to bug 1506190's title they shouldn't overlap, but now a 1px difference can be seen between the window control button and the toolbar.

This is intentional, it matches native windows more closely. Although natively the gap is one device pixel and we use one CSS pixel (which is two device pixels at 200% DPI), so we may want to change that.
