Upon starting the browser, program does not respond to keystrokes in the address
bar, and the only way to open another web page is through the File menu.  The
problem seems to disappear on some sites, and appear again on others.  I
couldn't determine any pattern involved.

Reproducible: Sometimes
Steps to Reproduce:
1. Start Mozilla with www.slashdot.org as start page (don't know if it matters)
2. Try to type in an address in address bar, and it doesn't work.
3. There is no step 3

Actual Results:  Couldn't type in address bar.

Expected Results:  I should be able to type in address bar :)

My keyboard is configured for switching between russian and english keyboards,
but every time the bug arose, it was in english layout.
