[Steps to reproduce]:

1. Go to Menu - Customize
2. Open Themes/Density dropdown
3. Navigate inside the dropdown using Tab or arrow navigation

[Expected result]:

• Every option should be selected/highlighted when in focus.

[Actual result]:

• Options are not selected/highlighted when in focus.

[Regression range]:

• I will provide one asap.

[Additional Notes]:

• Windows platform is not affected.

Is this also only for the themes panel? If so, based on https://bugzilla.mozilla.org/show_bug.cgi?id=1471298#c1, this is probably a WONTFIX.

This is not a regression, I can reproduce the issue way back to Fx 55.0a1 (2017-03-14). Before this date, keyboard navigation was not functional.

• Windows platform is not affected.

I can reproduce this in Windows too, but only for the Density modes. They are not highlighted when tabbing.
Tabbing between Themes works correctly.
