- make nagios healthchecks not depend on taskcluster auth/scope checks to avoid nagios alerts about roller 500's when taskcluster auth is down:

- investigate, can roller be made to work without taskcluster auth? or, is that unnecessary? (if taskcluster auth is unavailable, then the workers are likely not doing work anyway?)
