1537928 - Tooltips remain after changing tabs

Reproducible on 20190319215514 both Windows and Linux. Not reproducible on either without WebRender.

STR:

1. Go to a crash report, e.g. https://crash-stats.mozilla.com/report/index/fd21e3df-4458-4e71-a84e-5ca7e0190320
2. Hover over one of the rows until a tooltip appears, e.g. Install Time.
3. Without moving the mouse, use ctrl+tab or ctrl+pg up/down to shift tabs.
4. Tooltip remains. Scroll using the keyboard or mouse wheel without moving the mouse, tooltip remains. Move mouse, tooltip remains on new builds (in older builds it might disappear).

If it doesn't disappear after moving the mouse on a new tab, you need to either close the old tab, or return to the old tab and move the mouse until the tooltip is dismissed. Very annoying. Having some trouble getting a regression range but I will try again.

Confirmed that backing out bug 1535541 on a build after pulling this morning resolves the issue.

I expect this to be fixed by bug 1536730. Let's revisit if not.
