Steps to reproduce:

Have a windows host with Firefox (latest) installed.
connect to host using RDP.
Open two tabs in Firefox.
Switch tab "backwards" using Ctrl+Shift+Tab (switching forward using Ctrl+tab works, and ctrl+Shift+tab works in Chrome in same session/environment)

Actual results:

Open recently closed tabs menu appears (similar to Ctrl+Shift+T?)

Expected results:

Tab should have shifted "backwards".

Thank you for taking the time to add this report.

However, as far as I know, this is the intended behavior as Ctrl+Shift+Tab should open All tabs panel (in order to enable this, you have to open 25+ tabs). You can go in reverse order with fewer tabs ( tab priority being by most recently used instead of actual tab order) by first selecting Ctrl+Tab and afterward the above key combination.
