Private Window search bar not accessible with Tab key

Steps to reproduce:

  1. Opened a Private Window, which placed keyboard focus on the Location Bar in the new window.
  2. Attempted to place keyboard focus on the in-page search bar by pressing the Tab key twice, which works on the New Tab page in a non-private window.

Actual results:

After pressing Tab once, keyboard focus was placed on the page itself, as expected. But, pressing Tab a second time places focus on the "Common myths about private browsing" link on the page, instead of on the in-page search bar.

Expected results:

Pressing Tab twice should have placed keyboard focus on the in-page search bar, just like it does for the New Tab page in a non-private window.
