Private Window search bar not accessible with Tab key

(Keywords: access)
User Agent: Mozilla/5.0 (X11; Fedora; Linux x86_64; rv:66.0) Gecko/20100101 Firefox/66.0
Steps to reproduce:
- Opened a Private Window, which placed keyboard focus on the Location Bar in the new window.
- Attempted to place keyboard focus on the in-page search bar by pressing the Tab key twice, which works on the New Tab page in a non-private window.
Actual results:
After pressing Tab once, keyboard focus was placed on the page itself, as expected. But, pressing Tab a second time places focus on the "Common myths about private browsing" link on the page, instead of on the in-page search bar.
Expected results:
Pressing Tab twice should have placed keyboard focus on the in-page search bar, just like it does for the New Tab page in a non-private window.

This now affects the New Tab page's search bar, too: https://bugzilla.mozilla.org/show_bug.cgi?id=1713953
