please add environment variables to balrog admin & agent deployments

In prepration for the switch to Auth0 we need a number of environment variables added to the admin & agent environments in dev, stage, and prod. Some of them are secrets, so I'm going to send them all by e-mail. Let me know if you have any questions about them.
It would be ideal if this were done in a way where the next deployment would have them, so that they'll be there when we merge the Auth0 work to dev.

Secrets are in sops. PR is here: https://github.com/mozilla-services/cloudops-deployment/pull/3043
Once merged, it should work on the next deploy.
