1539088 - There is no autofill suggestions on Firefox beta 67.0b4 for WIn 10

Steps to reproduce:

1. Navigate to about: config and set extensions.formautofill.available to "on".
2. Open https://luke-chang.github.io/autofill-demo/basic.html
3. Fill fields with some data
4. Press "Submit"

Expected: The autofill warning popup is displayed
Actual: There is no popup showed. The Autofill is not available. See attached video.

I don't think "Firefox Accounts" is the right component for this bug, moving to "untriaged" in the hope that someone can help it find its way to the right people.

Hi Sergey, I manged to reproduce this issue using Beta 67.0b19 on Windows 10 but I can no longer reproduce the issue in our latest Nightly build, can you please try it and see if the issue still occurs on your end since it might have been fixed with our latest updates.

The problem is that you need to restart the browser between step 1 and 2 but Nightly defaults to "on" already.
