Found while looking at bug 1532791:
If you just go to preferences and hit reload a few times, some checkboxes start having the wrong value and this particular checkbox becomes disabled.
When this happens, I see "this.windowElement is null" in DOMLocalization.jsm line 528.

I remember a similar bug about Fluent and constant reloading but I can't find it.
Mike, in comment 0 which checkbox becomes disabled?

Hmm, we recently landed (bug 1532712) a change that should make the this.windowElement is null
impossible.
Can you verify that you still can reproduce it in the latest nightly? I can't.
