(p3 / fix optional because I think there's an alternative way to get here for keyboard users, via page info... though I just realized this probably isn't the best component, so clearing priority...)

I see 2 focusable items under "Content Blocking", the "Standard [cog]" item (which works) and the Cookies row (which doesn't). I don't see a "Trackers" item. Are there other prerequisites or are you seeing something else, or are you describing another element? Perhaps a screenshot would help?

I don't think so.. I'm on a clean profile in the attached screenshot, and Content Blocking is set to Standard.

I don't think so.. I'm on a clean profile in the attached screenshot, and Content Blocking is set to Standard.
Huh, I expect the BBC is loading different things based on the region from which we're accessing the content... I guess that in itself is not so strange, though it's surprising one set of content has trackers and one doesn't...
Anyway, thanks for clarifying, I'm guessing every row in the permissions section can't be used (e.g. if opening a website where we give camera/geolocation/pointerlock permissions, those also don't work).

Actually I'm able to navigate to them (at least for geolocation permission's X button), and hitting Enter or the spacebar does what it should.

Oh, but the drop down list e.g. in the "Open Pop-up Windows" entry in the permissions section doesn't open when I hit Enter or the spacebar, though it does "capture" any Arrow keys events (right/left keys toggle between Allowed/Blocked), somewhat similar to the behaviour seen in bug 1539976.
Not sure if that counts as a bug.

That's expected; enter/space shouldn't expand a combo box.
though it does "capture" any Arrow keys events (right/left keys toggle between Allowed/Blocked),
That's also expected; a user should be able to use the arrow keys to adjust the value in a combo box. (It's expected that a user would use tab to move away from the combo box.)

Itiel, can you still reproduce this? This seems to be fixed for me in latest Nightly. This probably happened in either bug 1477673 or bug 1546633 (not sure which).

No, it seems to be fixed now.
Though, there's a different issue now: arrow navigation is not in order in this popup (jumping in this order: (i) icon, "Site not working?", ETP toggle, Allowed's "Tracking Content", None detected's Social Media Trackers, Blocked's Cross-Site Tracking Cookies, None detected's Cryptominers, None detected's Fingerprinters, Allowed's "Why?" ...).
Is that a known issue or should I file a new bug?

Sounds similar to bug 1572564, but probably different because that's for a different panel. I'd file a new bug.
