1539628 - Ensure `url-classifier-skip-urls` remote settings applies to all url classifier features

In Bug 1511111 we implemented url-classifier-skip-urls for the tracking-annotation url classifier feature. We provide a way to specify other features when creating the remote settings record. We should ensure Firefox will apply the skip url exceptions to all features.

Right now the url-classifier-skip-urls remote setting is applied to all features. But it would be nice to have similar local prefs for testing purposes similar to `urlclassifier.trackingAnnotationSkipURLs'.
