Steps to reproduce:
elementary OS Juno (Ubuntu 18.04) fully updated
Firefox 66.0.1 Ubuntu repository version.
New profile.
1- Open Firefox
2- Go to the menu, help, Restart with add-ons disabled. Press restart.
Result:
After restarting the window that contains the buttons "Refresh" and "Start in Safe mode" is really small and can only be resized vertically. The buttons only show after resizing the window.

I could partially reproduce this issue on
User Agent: Mozilla/5.0 (X11; Ubuntu; Linux x86_64; rv:66.0) Gecko/20100101 Firefox/66.0
After step #2, I see buttons "Refresh" and "Start in Safe mode" as usual but window can be only resized vertically. I am not sure if it's by design. Placing this under Toolkit:Safe browsing, so someone can look into this. Thanks!

I can't reproduce, tested on mac and ubuntu 19.04, either on i3 or on ubuntu's default WM.
Any way to reproduce this that doesn't involve downloading another OS? Is there a standard-ish window manager that I can just apt install that behaves the same way as what ships with elementary OS?

– but please note, that's in relation to the user's Waterfox Classic 56.2.14 environment.
(The user there does not plan to use Firefox. I do have Firefox 69.0 but I don't plan to install elementary OS. Sorry I can't be of more help here.)
