Using arrow key Navigator has weried behavior. It looks like it does not like
Tables in web pages.

Reproducible: Always
Steps to Reproduce:
1.Click on Bugzilla Helper (top of this page)
2. press down arrow for 10 times.
3.

Actual Results:  Cursor stuck in the double line

Usually in navigator window, using arrow keys should scroll smoothly than
jumping from talbe to talbe like a monkey....

while scrolling using the arrows sometimes the cursor will cycle in circles if
there are large images embedded in the text...

WFM - arrow keys scroll the whole page after clicking / selected text (no cursor
thought, so I might be on the wrong tracks)
