Pages take almost two seconds to load on new instances after update

User Agent: Mozilla/5.0 (Windows NT 10.0; Win64; x64; rv:66.0) Gecko/20100101 Firefox/66.0
Steps to reproduce:
- Firefox completely closed
- Click link in, for example: Steam, Discord, Slack
Actual results:
Firefox window opens, the tab shows the "loading icon". The screen is gray, and after two second the page or image finally loads. When Firefox is already running, the same pages load instantly (just to clarify: not from cache or anything).
The same behavior is observed with a friend of mine.
Expected results:
The pages should instantly load when firefox has started, just like before the last update.
If necessary, I can upload a video of this happening, but only on request.

I cannot reproduce this on Firefox 66.0.2 or Nightly 68.0a1 (2019-04-02), opening the mentioned links from a Word document. Are the steps to reproduce the issue different?
Can you please try if the issue occurs using a new profile, you can find the steps to do that below:
