Rod,

I believe that the window created when menus or comboboxs are pulled down should
have the WS_EX_TOPMOST style added to it.   This will make sure that the window
is displayed over the Explorer taskbar.

visually, what are the symptoms of the bug you are describing? Is it that (in the case of menus)
they are cut off or is it just that they don't sit on top the explorer bar? I only ask to make sure
this and bug 15436 (with screenshots) aren't dupes.
