I propose that we update the topdomains list in Firefox by establishing both a policy and a canonical source of truth for the list resulting from that policy.
I have the beginnings of a draft policy here:

The attached file is a combination of the existing, somewhat stale list included in Focus for iOS - the most recently maintained such list at Mozilla, which I believe started life as a hand-filtered Alexa Top 500 US list years ago - that's been merged with a current global Alexa Top 500, also manually filtered but current to today.
I suggest this as an intermediate step for the product while we sort out our standards and principles on this front.

Top domains != PSL (public suffix list) so I don't think this blocks 1080682.

Since this is awesomebar/search related, and touches a lot of other work he's doing, I believe mconnor has go/no-go authority on my proposed list. We have different ideas about what the right thing is, but it's his call.
