Bug 1512511 stopped adding permission in new profiles but didn't cleanup permissions already added to the permission manager in profiles.

Matt, is that right, or is just this patch sufficient?This should be sufficient for desktop profiles created in builds with bug 1050080 but a migration would be needed to delete the permission from older profiles and Android ones (bug 1072744) so I would recommend doing that.
I'm not sure what I was thinking when I wrote this since it seems like these permissions were only added once we had the permissions file to avoid persisting to disk: bug 1079563. I also don't think the remote-troublehsooting permission was added to Android. Therefore, I think this bug is invalid.
