Splitter next to columnpicker should never be draggable

Details
If you try to drag the splitter next to the columnpicker, you will notice the
following bugs:
1. If the column to the left is fixed, nothing will happen.
2. If the column to the left is resizable, it will *shrink* - highly
unexpectedly - because the columnpicker has a fixed size.
Since it doesn't make to have the splitter between the columnpicker and the
next-to-last row resizable, we should make it un-draggable.
