bug 1539262 introduced a meta-origin __UNKNOWN__
to Origin Telemetry for recording that "something tried to record to an origin not in the list during this interval".
It should be added to the in-tree documentation.
While we're here we should also clarify that the "prio" ping may contain multiple prioData elements with identical "encoding" to support encoding how many "whats" happened.
