1541019 - "More information:" links should open in a new tab all the time

Environment:
Device: OnePlus 5T(Android 9);

Build: Nightly 68.0a1 (2019-04-01);

Steps to reproduce:

1. Go to "about:compat" page
2. Go to "More information:" link;
3. In the opened tab navigate to a different page (i.e. google.com);
4. Go back to the "about:compat" page click another "More information:" link;
5. Observe the behavior.

Expected result:
The second "More information:" link is opened in a new tab.

Actual result:
The second "More information:" link is opened in the same tab.

Notes:

• This is also reproducible on desktop.

Hi!

I tested this on the latest version of Nightly 68.0a1 (2019-04-23) with OnePlus 5T(Android 9), Samsung Galaxy Note 8 (Android 9) and I wasn't able to reproduce the issue.

Due to my findings, I'll mark this issue as verified for mobile and desktop on Firefox 68.
