The Windows version of nsLookAndFeel.cpp should get and use the caret blink time
from the Windows OS, using the API:

GetCaretBlinkTime
-----------------
The GetCaretBlinkTime function returns the elapsed time, in milliseconds,
required to invert the caret's pixels. The user can set this value using the
Control Panel.

You could verify this by changing your caret blink time in a control panel, and
checking that (after restarting mozilla) the caret blinks faster or slower.
