1543001 - Content Blocking Exceptions not honored on initial load

User Agent: Mozilla/5.0 (Windows NT 10.0; Win64; x64; rv:66.0) Gecko/20100101 Firefox/66.0

Steps to reproduce:

I've reproduced this on Firefox Nightly 68.0a1 (2019-04-08) 64-bit on Windows 10.

Fresh install -> Options -> Privacy & Security -> Content Blocking "Custom" -> Cookies => "All cookies"

Go to any web page that have login and rely on cookies for you to log in and "Turn off blocking for this site" proceed to log in. Try to open some of their links when you're logged in in a new tab. Go to tab and see you're not logged in, proceed to hi F5 to resolve the issue and you are logged in. You can also revisit a site you know you're logged in to and you will also notice your not logged in when the site initially load, and you have to refresh to be logged in.

Actual results:

The initial load of a site in the content blocking exception list does not seem to be honored in initial load.

Expected results:

I would expect sites I've added to the content blocking exception list to send their cookies on the initial load of the website.
