WINDOW request is called with NETWORK. But when using WINDOW notification flag,
NETWORK callback appears for STATE_STOP but not for START. Inconsistent filtering.
1. In local source, use NOTIFY_STATE_WINDOW in above url.
2. compile testEmbed in /mozilla/embedding/qa/testembed
3. run testEmbed from /bin directory.
4. Interfaces > nsIWebProgress > Add Progress Listener, to add webProgListener
with Window flag.
5. Enter a url.
6. Check C:/Temp/TestOutput.txt logfile output.
RESULT: There is no STATE_START, NETWORK callback. But there is STATE_STOP,
NETWORK one. (STATE_START, WINDOW is missing; that's bug 123691)

Marking a bunch of bugs in the "Embedding: APIs" component INCOMPLETE in preparation to archive that component. If I have done this incorrectly, please reopen the bugs and move them to a more correct component as we don't have "embedding" APIs any more.
