Details

We are going to hand what is currently the TC papertrail account over to treeherder. We're already shutting off logging from our services, but it would be great to also send all worker logs elsewhere -- it seems like the releng papertrail is a good choice.

Rob's actually tackling this over in 1545760, so I'll dupe to that
