1543642 - Update our in-tree ICU to 64.2 and update to Unicode 12.1

Either already this week or next week, ICU 64.2 will be released. This is a scheduled release to incorporate the changes from Unicode 12.1 and CLDR 35.1, i.e. adding support for the Reiwa era.

This is just the release candidate, the actual release is planned for next Wednesday.

Part 2 is too large for Phabricator, so it'll need to be uploaded to Bugzilla.
