Turn pref privacy.trackingprotection.origin_telemetry.enabled on.

This bug is intentionally to keep current state until we decide to land it.

There's a r+ patch which didn't land and no activity in this bug for 2 weeks.

I can follow-up here with a confirmation when we're ready to enable the Telemetry. Here are the blockers:

  1. Finishing the platform work
  2. Manual verification w/ Anthony
  3. Release of blog post detailing that we'll enable this on Nightly

Ideally we will enable this in Nightly 69 while we still have time for bug fixes if some should arise. The platform work has to finish by ~June 14th to give QA enough time to test. The closer to the start of the 69 Nightly cycle we can land it, the better since it will give us more bake time.

The platform work was already done.
We can land this bug to enable Origin Telemetry after the merge date, May 13.

For manual verification, the following infrastructure is available:

GCS: gs://moz-fx-data-stage-data/telemetry-decoded-doctype_prio/${submission_date:-UNKNOWN}/${submission_hour:-UNKNOWN}/${document_namespace:-NONE}/${document_type:-NONE}/${document_version:-0}/output 
PubSub topic: projects/moz-fx-data-shar-nonprod-efed/topics/telemetry-decoded-doctype_prio

These are both currently empty but should be populated as data arrives.

Anthony may have found another blocking bug related to the version string of the pings.

This is only enabled in the Nightly channel. It will remain Nightly only until we have an independent party to run one of the servers. See https://blog.mozilla.org/security/2019/06/06/next-steps-in-privacy-preserving-telemetry-with-prio/ for more info.
