In bug 1531228 we enabled the new scroll snap by default on nightly, in this bug we are going to enable it on all channels.
In my current plan, if the new scroll snap doesn't cause any critical issue for a week, I am going to enable it on all channels.

Now bug 1544136 has been fixed and bug 1544325 will land in autoland soon. Other than those, there is no critical issue as far as I searched crash-stats.mozilla.com and recent bugs in bugzilla. So now it's time to ride the new scroll snap on train.
