STR:

  1. enable browser.in-content.dark-mode
  2. Enable dark mode in OS
  3. Navigate to about:performace
  4. Scroll down the page as long as there is a scrollbar

What happens:

The header "name, type, energy impact, memory" is semitransparent and table items can be seen behind it as a user scrolls.

Expected result:

The header should not be semitransparent.

Confirmed issue with 68.0a1 (2019-04-13) on Windows 10.
