STR:
- enable browser.in-content.dark-mode
- Enable dark mode in OS
- Navigate to about:performace
- Scroll down the page as long as there is a scrollbar
What happens:
The header "name, type, energy impact, memory" is semitransparent and table items can be seen behind it as a user scrolls.
Expected result:
The header should not be semitransparent.

Confirmed issue with 68.0a1 (2019-04-13) on Windows 10.
Verified with 68.0.1 on Widndows 10 and 68.0.2 on macOS 10.13.
