Steps to reproduce:

I went here to report a bug.

Actual results:

After reporting, the "status," "people," etc. headers flash a black border as I mouse over them.

It hurts.

Expected results:

Things should not flash.

Cannot reproduce the issue. There is a border on those headers but not black. Please test with the latest version of Firefox. Bugzilla still supports Firefox 60 ESR but cannot solve browser issues.

Component: General → User Interface: Modal

In Firefox, it's gray. It's still unnecessary flashing.

That border will be removed soon.
