Platforms: Windows 10 x 64, Mac OS X 10.14 and on Ubuntu 16.04 x64.

[Steps to reproduce]:

1. Download an RTL Firefox build (ex. Arabic)
2. Open Firefox and go to about:debugging

[ Expected result]:
New about:debugging page should translated on RTL builds

[Actual result]:
New about:debugging page isn't translated on RTL builds

As explained in the past, please don't report bugs for incomplete localizations.

This has nothing to do with RTL support, each locale is going to localize them at different times. If you need to test localization, please use Italian, or pseudolocales in Fluent.
