1544425 - Focused or pinned tabs do not load properly on startup

Steps to reproduce:

I have "Restore previous session" activated.
If I close Firefox and open it again the currently focused tab and/or one of the pinned tabs may load forever (the have the loading icon, but the grey one and even after some minutes are still loading).

Actual results:

The affected tabs load forever. If you reload them manually, they load instantly and if you open them later or reload them again, everything is fine too (so no connection/site problems).

(I couldn't test with devtools because it's only on startup and so I can't open it before load.)

Expected results:

All tabs that are pinned and the currently focused one should load on startup (nearly instantly).

It might be not quite easy to reproduce because it does not happen all the time but only sometimes (more often after reboot?).

I may also be a blue loading indicator
