Follow up to Bug 1543940 (needs the fixes from this bug first to enable the keyboard shortcuts).
STRs:
- (make sure the default tool is not the console, if it's preloaded you will not be able to repro)
- open about:debugging
- inspect any target to open about:devtools-toolbox
- press ESC
ER: Split console loads
AR: A blank panel is displayed
ESC will block the load of the iframe, so we need to preventDefault on the event.

Verified as fixed on Firefox Nightly 68.0a1 (2019-05-19) on Windows 10 x 64, Mac OS X 10.14 and on Ubuntu 18.04 x64.
