[Steps to reproduce]

  1. Go to about:config
  2. Set pref browser.contentblocking.features.strict to -tp,tpPrivate,cookieBehavior1,cm,fp
  3. Try setting cookieBehaviour from 1 to 4
  4. Go to Content Blocking from the Hamburger menu

[Expected result]
For each value to specific cookie message should be shown (as in the dropdown from Custom):
"cookieBehavior1": cookie behaviour BEHAVIOR_REJECT_FOREIGN
"cookieBehavior2": cookie behaviour BEHAVIOR_REJECT
"cookieBehavior3": cookie behaviour BEHAVIOR_LIMIT_FOREIGN
"cookieBehavior4": cookie behaviour BEHAVIOR_REJECT_TRACKER

[Actual result]
For each value from 1 to 4, the label "Third-party tracking cookies" remains

The issue only happens in Strict, for value 0 the behavior is as expected.

I verified the issue on Win 7, Win 10, Ubuntu 16.04 and Mac OS X, On Nightly 68.0a1 (2019-04-22) and it is no longer reproducible.
