Steps to reproduce:
[1] Open bookmarks folder
[2] Right click
[3] New Separator
[4] Right click on any bookmark above separator
Actual results:
Right click menu shows [Open, Open in new tab, new window, new private window] among other stuff
Expected results:
Add section that has these two options when clicking on a bookmark within the folder
[Open folder in tabs, Open section in tabs]
It might also be useful to do this for the bookmarks toolbar and not just within folders.

I don't think we'd ever do "Open folder in tabs", as you can easily do thatby just moving to the folder. You can ctrl/cmd-A and right click to open all selected (although that doesn't work across separators/folders, probably intentionally for folders).
Open section in tabs could be an interesting possibility, though I'm not sure if enough people use separators to make it worth it.

Right clicking on a folder already has an option to open its contents in tabs, so I don't think we'd dupe that in every bookmark.
I think opening a section defined by separators would be a really obscure and undiscoverable feature, how would we train users to this? We have enough obscure features already :-\ If there would be a feature like "groups of bookmarks" inside the same folder, then it would make sense to open a group in tabs, but it would require a complete redesign, so that groups are clearly visible (like bookmarks in a border box with some kind of title), separators are a poorman solution to this need.
One could also just organize bookmarks in subfolders to group them, and that would provide a way to open each group in tabs.
Opening a selection in tabs is also already possible in a tree, like in the bookmarks tree, if you click on the left of a bookmark you select it, you can select more than one, right click and open all in tabs.
Overall, I like your idea of being able to create group of bookmarks, a bit like one creates group of apps on a smartphone, but we're not ready for it, and considering the current resources I don't see us doing a restyle shortly. I'm going to wontfix this, not because I think it has no value, but because it would just end up staying around forever with not much benefit.
If you have some suggestion to improve the open in tabs situation without introducing new grouping concepts, we appreciate feedback.
