1544945 - bitbar g-w migration: uplift and cleanup

follow up to Bug 1474897

Remaining tasks:

• uplift final hg change to other repos/trees when things are looking stable
• merge mozilla-bitbar-docker PR once all tc-w are gone
• let people know that they should pull central and rebase their changes
• remove leftover taskcluster-worker code in tree

I've discussed the uplift with :bc and :tomprince. We're going to have to maintain the tc-w pool until July 8th when 69 is released (68 is out and the dot releases for it are done). Because changes have been made to aliases and payload generation, the uplift will be non-trivial and involve several changes.

:bc and I have decided to just let the change ride the trains. We will monitor and adjust the queues/workers to handle any legacy tc-w work that appears.

• I've merged the mozilla-bitbar-docker PR (July seems too long to wait).
• There isn't any tc-w code left in tree.
