It has real harms such as bug 1544590.

This should already be done - we no longer offer to install format-source and we actually remove it if detected in the Mercurial configwizard.

Worth noting that the underlying bug that caused this issue was actually in mach clang-format (which format-source depends on), and that bug is also fixed here.

I'm going to close this as invalid, but if I've overlooked something/made an error please re-open.
