STR:

  1. Latest Nightly, Windows 10
  2. Open http://www.popuptest.com/popuptest1.html
  3. Ctrl+L > Shift+Tab > Enter
  4. Use the arrow keys to navigate to the Allow/Block toggle under "Open Pop-up Windows" in the Permissions section

From the cog button, it'll skip right to "Show 6 blocked pop-ups"

Not sure about this, but I think I should be able to navigate to it with the arrow keys?
The only reason I see that it shouldn't, is that toggling between Allow and Block is also with the arrow keys. So if this item is navigable with arrow keys, the user could accidentally allow (or block) the popups, although he didn't mean to.

Yes, that's exactly the reason for this (intended) behaviour. Note that you can also navigate with tab and shift+tab, which do reach the dropdown. This panel is somewhat more like a dialog than a menu, so navigating with tab/shift+tab is more "common" anyway (and thus likely to be tried by experienced keyboard users).
