Details

If the ADB process is not running, we try to restart it. However, if this restart fails, we have inconsistent "USB enabled/disabled" messages in the sidebar / setup page.

We should be consistent with the status of the ADB process through all the app. See more details at: https://phabricator.services.mozilla.com/D27296#809652
