This is a P1 blocker of bug 1533795, but the only remaining blocker of this metabug is the toggle from bug 1531967.

If this is the only remaining issue, I would suggest to close this metabug and move bug 1531967 to bug 1556776.

I think bug 1531967 can be deferred until we look at the automatic updates settings again in 70.
